Tax Return Preparer Scheme (TRPS)

The Income Tax Department, in partnership with NIIT, brings an opportunity for the unemployed/partially employed graduates to become self-employed professionals through first-of-its-kind initiative called Tax Return Preparer Scheme (TRPS). It offers training to 5000 graduates across the country at the state of the art NIIT centres. The cost of training will be borne by the Income Tax Department. Graduates who complete the training successfully will be issued a certificate and a unique identification number which will authorize them under the Income Tax Act, 1961 to work as self employed Tax Return Preparers. The scheme authorizes the s elf-employed Tax Return Preparers to prepare and file the tax-returns of small and marginal individual and HUF tax payers. Introduction to the MSME Foundation for Cluster Development

Opening up of the world economy and removal of trade barriers have made it indispensable for entrepreneurs to adopt and promote a culture of sustained competitiveness. Researches on industrial clusters of SMEs indicate that they have shown ability to grow, innovate and compete successfully under fast changing demand patterns, even under recessionary conditions. The clusters provide ample opportunity for such interventions, leading to increased collective efficiency, despite internal competition. Such clusters have also been observed to be leading to flexible specialization resulting into a number of process innovations. All in turn contribute to competitiveness of enterprises in a cluster vis-à-vis non-cluster enterprises.

While the development process could be autonomous in a few dynamic clusters, some other may need induced development and growth to acquire competitive edge and dynamism. In India, the existence of a very large number of MSME clusters (nearly 400 industrial ones and around 4000 artisan ones), their contribution, in many cases, to employment creation and export generation, but also the challenges they face as a result of economic liberalization and globalization, has triggered a keen interest among policy makers, planners and professional development organisations to support under performing clusters and to help them achieve their potential on the basis of coordinated collective actions. The experiences in India and elsewhere in the world have demonstrated that the development of MSME clusters have a significant impact and potential in employment generation, poverty alleviation and gender equity.
